Phillip Wiggins, Chief Executive Officer & Founder
Phillip Wiggins has over 30 years of experience in land investment and brokerage. He began his real estate career in 1980 as a land broker. In 1983, he co-founded The Stratford Group, the first of several entities involved in real estate activities related to land. Since 1980, Wiggins and his associates have brokered in excess of $1.5 billion of land. In 1998, Mr. Wiggins was the sole founder of The Stratford Company (now known as Stratford Land), a land investment company, and in 2006, he was the sole founder of Stratford Realty Capital, a hard asset lender. He has raised in excess of $960 million of equity for these companies through a series of real estate funds. Currently, Stratford Land has three offices located in the southern and western portions of the United States.
Mr. Wiggins was born and raised in Dallas, Texas. He attended the University of Mississippi on a tennis scholarship and received his B.A. in 1977 with honors in political science and sociology. He worked for Burroughs Corporation (1977-1979) in Memphis, Tennessee and won the company’s Legion of Honor award for outstanding sales performance. In 1979, he left Burroughs to take a Rotary Fellowship to study economics in Geneva, Switzerland.
Richard Frapart, COO
Richard Frapart, is Stratford’s Chief Operating Officer Mr. Frapart has over 35 years of financial, accounting and operational experience. Prior to joining Stratford, Mr. Frapart served as Managing Director of Fortress Investment Group LLC, where his responsibilities focused on Mount Kellett Capital Management LP (“MKCM”), where Mr. Frapart served as MKCM’s Chief Financial Officer from 2012 - 2016. MKCM was a $7 billion multi-strategy investment firm based in New York. Prior to 2012, Richard was a Managing Director at Goldman Sachs, which included serving for 19 years as the Chief Financial Officer of Archon Group, LP, a global full-service asset management company. Prior to 1993, Mr. Frapart was an audit manager for Arthur Andersen in its Houston and Austin offices.
Since 2005, Mr. Frapart has served as a member of the board of Uplift Education. Mr. Frapart is currently chair of the audit committee and is a member of the finance committee. Mr. Frapart received a bachelor’s degree in Management from Tulane University and a Master of Business Administration (MBA) from The University of Texas at Austin.
Kimberly Barnes, Chief Financial Officer
Kimberly Barnes joined Stratford in 2017 as Portfolio Manager. She has more 20 years experience in investment banking, strategy consulting, principal investing, and real estate asset management. Ms. Barnes has participated in $7.1 billion of acquisitions,redevelopments, and financings across Europe, North and Latin America. Most notable was the purchase and subsequent management of 31,000 multifamily residential units on behalf of Japanese and UK institutional investors. Subsequently, Ms. Barnes founded a German property and asset management platform on behalf of a publicly-traded investment fund. She led all acquisition and reporting functions, built a 20-member multidisciplinary team, devised and implemented asset strategies. Ms. Barnes has also served as Vice Chairman of a DAX-listed residential developer and independent consultant to several European and MENA investors.
Ms. Barnes began her career in the merger and acquisitions and corporate finance groups of Bank of America Merrill Lynch, KPMG and United Parcel Service, respectively. She attended the University of North Carolina at Chapel Hill, Universidad de Buenos Aires and the University of Chicago Graduate School of Business.
Ocie L. Vest, P.E., Senior VP - Entitlements
Mr. Vest joined Stratford in 2007. His primary responsibility is directing the underwriting and due diligence research associated with the purchase of new properties. Mr. Vest also directs land development strategies associated with governing agency entitlements, permits and approvals.
Mr. Vest has over 28 years experience as a professional engineer in private land development including master planned communities, retail, office, industrial and multifamily projects. Prior to joining Stratford, Mr. Vest served as Vice President and Director of Engineering for Hunt Realty Corporation where he directed the underwriting, due diligence and entitlement strategy for several master planned communities in Texas and Colorado. Prior to joining Hunt Realty, Mr. Vest was the Senior Vice President of Huitt-Zollars, a top 200 ENR engineering and architectural firm, serving as the Market Sector Leader of the firm’s Urban Development Group. At Huitt-Zollars, Mr. Vest was responsible for the firm’s urban development projects including client development, sourcing new projects, project entitlements, development strategy and project permitting strategy. Mr. Vest holds a bachelor’s degree in civil engineering from the University of Texas at Arlington and is a Registered Professional Engineer in Texas, California and Nevada.
Matt Hudnall, General Counsel
Mr. Hudnall joined Stratford in 2004 and for 12 years has served as Stratford’s General Counsel, responsible for handling, coordinating and delegating the legal aspects of all general real estate and partnership matters for the Stratford’s funds.
Mr. Hudnall has over 20 years of experience in real estate law, having negotiated and closed a variety of complex real estate transactions. Prior to joining Stratford, Mr. Hudnall was a partner in the real estate practice group of Dallas-based Winstead Sechrest & Minick P.C. (now Winstead PC). At Winstead, Mr. Hudnall’s practice involved all facets of commercial real estate, including representation of landowners and developers in land acquisition and development, and representation of buyers and sellers in purchase and sale transactions involving retail, office, multifamily and other types of commercial property. He has also represented landlords and tenants in all types of commercial leasing, and borrowers and lenders in connection with mortgage lending for acquisition, development, construction and permanent financing. Mr. Hudnall is a Dallas native and 1990 magna cum laude graduate of Vanderbilt University where he majored in economics and was a member of the Phi Beta Kappa academic honor society. He received his law degree from Vanderbilt Law School in 1994. In 2004, Mr. Hudnall was named a “Texas Rising Star” in the Texas Super Lawyers edition of Texas Monthly magazine, and in March 2011 he was featured in the “In-House Texas” section of Texas Lawyer.
David Moore, Senior Investment Manager - Southeastern U.S.
David Moore joined Stratford in January 2008 and serves as one of Stratford’s Senior Investment Managers responsible for identifying, acquiring and asset managing land investments located in Southeastern U.S.
Mr. Moore graduated from the University of Georgia with a Bachelors of Business Administration degree both in Banking and Finance and in Real Estate, and served as the President of the University’s Real Estate Society. Upon graduation, he went to work for McColgan & Company. In 1998, he joined Hailey Realty Company, one of Atlanta’s oldest and leading commercial real estate companies, to help increase their leasing and sales of industrial and land properties. In 2001, he received the Certified Commercial Investment Member (CCIM) designation from the Commercial Investment Real Estate Institute. He is also a life member of the Atlanta Commercial Board of Realtors, and has served on its Technology committee, Million Dollar Club committee, and Forms committee. As an Atlanta native, Mr. Moore has extensive knowledge of the metropolitan Atlanta area and the State of Georgia. He has been involved in commercial real estate during the rapid growth of the Atlanta market, especially after the 1996 Olympic Games.
Christian Nilsson, Investment Manager - Central and South Texas
Christian Nilsson joined Stratford Land in 2013 and serves as the Investment Manager of Central and South Texas. In this role, Mr. Nilsson assists in identifying, evaluating, and underwriting potential equity opportunities for Stratford; oversees the asset management of the company’s Central and South Texas projects; and works on the sales and marketing activities for projects across Central and South Texas.
Prior to Stratford, Christian worked as a consultant for Montgomery Coscia Greilich LLP. There he worked with companies to help design and implement financial strategies for start-up businesses and consulted on various accounting activities. Before Montgomery Coscia Greilich LLP, Mr. Nilsson worked for Inland American Communities (First Worthing) as well as Orix Capital Markets. Mr. Nilsson graduated from Baylor University with a BBA in Finance and Real Estate and has accumulated over 10 years’ experience in the real estate field. Mr. Nilsson is active in the Texas Real Estate Council.
